NOTICE
There are currently 2 vacancies on the Parish Council. This is a voluntary post. Parish Council Meeting are approximately every 6 weeks, held at 8.00pm in the Village Hall and usually take 1 hour. The Councillors discuss the current affairs, that effect the village. If you are interested in joining please write to the Parish Clerk. Include a small amount about yourself and the reasons why you would like to be a Councillor.

MINUTES OF THE GENERAL MEETING
OF GRENDON UNDERWOOD PARISH COUNCIL
Held on Tuesday 20th December 2011

53/11 DECLARATION OF INTERESTS: None was declared.
54/11 APPOINTMENT OF NEW CHAIRMAN:
Cllr AB proposed that Cllr PS be Chairman, Cllr CS seconded and Cllr Peter Sheriff agreed to be Chairman.
55/11 APPROVAL OF MINUTES OF LAST MEETINGS
Cllr SH read out the minutes of the meeting held on 25th October 2011. The Council agreed that the minutes were a true account and the Chairman signed them as a correct record...
56/11 MATTERS ARISING
a) Replacement light at Springhill; The Clerk had received the Planning Application from PJ and she handed it to Cllr SH for completion.
b) Adopting, maintaining and insuring some or all the green spaces on Springhill. Nothing new to report.
c) Playground; PJ had sent the measurement of the proposed new playground. The next step is to ask for tenders from the agreed companies.
d) Energy from Waste Facility; the Parish Clerk reported that an objection had been logged with BCC regarding the delay of constructing the new road in from the A41 for 12 months after the start of constructing the Incinerator.
e) HS2; A short discussion regarding the railway was had but nothing new to report.

59/11 PRECEPT & BUDGET
The Clerk handed out a bank reconciliation dated 31st October 2011, showing what money was in the bank at this date. Please see attached. The Clerk also handed out Budget details of monies spent year to date and monies ring-fenced for specific projects. Please see attached. After a short discussion the Council RESOLVED that the Precept should be increased to £18,000.00.
The Clerk asked if she could purchase a good office shredder. She had researched and had seen one in Staples, a cross shredder that had a continuous use time of 11 minutes. The price was in the region of £250.00. The Council discussed this matter and whether to increase the Clerk’s wage. The Council RESOLVED that the Clerk should purchase a good quality Shredder. The Council RESOLVED to increase the Clerk’s wage by £125.00 a year.

Open Forum:
Jim McBeth thanked the Parish Council for its offer of a Commemorative something, to distribute to the children of Grendon Parish, at the occasion of the Queen’s Diamond Jubilee.
There would be a meeting in January for all who were interested in helping at the event. He said that he was applying for a road closure notice for the event.
Ken Kolb asked for the minutes of Parish Council meetings to be published on Grendon Underwood website.
Ken Kolb asked that in the minutes the discussions that the Council had, were also minuted.
Ken Kolb reported that he had carried out his own survey in 2009. He called at every house in Grendon Village. The residents were overwhelmingly opposed to the incinerator. At all the houses where no response was obtained, two separate leaflets were left. During the survey he had carried out a petition on behalf of SAVI. He is uncertain now of exact numbers but believes over 200 people signed the petition expressing opposition to the incinerator. The detailed results of that survey were copied to the then Chair of the Parish Council. He asked the Parish Council if the survey results were presented to a Parish Council Meeting.
Ken Kolb reported that he had been told by 42 people that they were unaware that the Grendon Parish Council had been unique amongst parishes in not expressing opposition to the incinerator.
